Appearing anew at the hearing with the committee on electoral reforms and suffrage at the House of Representatives, Cesar Flores, president of Smartmatic Inc., claimed they have been explaining towards the committee for a week that it was impossible for their method to be manipulated.

"Since the individuals here seem not to believe how the process cannot be manipulated and also seem not to believe in Comelec's random handbook audit, we see no problem in second handbook audit ... because we are completely sure that whatever was registered from the machine was accurately counted," Flores stated.

Throughout the hearing, questions on the bar code about the ballots plus the precinct count optical scan (PCOS) machine were raised anew.

A brief heated exchange also ensued following Paranaque Representative Roilo Golez questioned Locsin for assisting a voter in his precinct secure a new ballot.

Locsin, whose wife lost within the congressional race in Makati, stated men and women ought to be vigilant about how their votes had been being counted.

"Losers are whiners, but winners are occasionally cheaters, too," Locsin explained.
